Charing Cross - Jersey

Our largest ever development in the Channel Islands, on the site of our first ever store, Charing Cross Locale is now open and ready for business. With its state of the art interior and new Food-To-Go area, this new and improved convenience store is the ideal place for a quick stop or a big shop.

The £12m site at Charing Cross includes the Channel Islands’ first ever Premier Inn, which will contain 91 hotel rooms and a restaurant that is open to the general public as well as residents.

At the rear of the site, restorations have been undertaken following the Co-op’s gift of the heritage buildings to the National Trust for Jersey.



The development has been eagerly anticipated and during the 121 week build, islanders have seen some magnificent regeneration to the area. Charing Cross Locale is the most energy-efficient and environmentally friendly store we’ve built to date, with the site attaining BREEAM certification. The building itself contains air source heat pumps that create renewable energy, water conservation measures, energy efficient lighting, grey water recycling, solar panels for the hotel and energy-saving fridges in store. In summation, this new building will ensure that predicted CO2 emissions are offset by 30%, which is significantly lower than the requirements of Island Planning Policy. As well as the environmental perks within the property, the Co-op has dedicated a percentage for art to ensure the restoration of the famous HMV sign on the exterior of one of the heritage buildings on Dumaresq Street, bringing ‘His Master’s Voice’ back to life. T

Of all the elements dedicated to art, the show stopper has to be the incredible River of Light installation, which runs the entire length of Pitt Street. Public Art Consultant, Chris Clifford was appointed by the Co-op to create a legacy piece, teaming up with Axis Mason Architects and an enthusiastic team of children from Rouge Boullion Primary School. The River of Light was inspired by the flow of water, which at one time would have flowed through Charing Cross as a stream known as Le Grand Douet. The installation is something of a time machine, in that it tells the story of St Helier’s development over the last thousand years. The children from Rouge Boullion School learned all about the history of St Helier and the importance of the area. Text inscriptions by the children are carved into the surface of the paving and LED lighting is in place to represent the water flow that was beneath that very walkway.

The Charing Cross regeneration through cooperation is an outstanding accomplishment that will see a vastly positive impact on the area. Employment benefits have spanned the development time with an 83% local construction workforce of over 300 people. In true community spirited style, the Co-op required its construction partners to commit to a series of employment and training initiatives over the course of the construction. This meant partnering with Highlands College, Jersey Employment Trust and the Advance to Work scheme to create apprenticeships, internships and on-site training programmes for all staff to help increase standards. The shop will be home to some 25 workers from the temporary store on King Street and an additional 10 people will be hired to service the enlarged food store area.

The attached buildings house a number of retail units, reinforcing and enhancing the existing retail offer in St Helier and providing opportunities for additional long term retail and service sector employment. The hotel on the upper floors of the building in Charing Cross will offer plenty of work opportunities to islanders. Our Charing Cross Locale development has been a Co-op owned building for 99 years and its modernisation means it will undoubtedly be a future-proof and formidable addition to the lower end of St Helier’s town centre. Public Art Consultant, Chris Clifford of Public Private has been appointed by the Co-op to provide a PfA statement as  part of a comprehensive public realm strategy for the site, including:

  1. The reinstatement of the HMV logo.
  2. Feature paving down Pitt Street
  3. Artwork on the delivery bay gates

Regeneration of the entire site with a sustainable, future-proofed, mixed-use development will secure some £12 million of capital investment in a key town centre location, providing short to medium term employment opportunities during the construction phase and long term employment opportunities through the provision of significantly improved, flexible retail and commercial units and modern, low cost hotel rooms at the heart of St. Helier.

Construction Phase

Some  83%  of  the  building  works  will  be undertaken by Jersey registered  companies employing up to 300 people during the construction phase. In addition, The Channel Islands Co-operative Society will require its construction partners to commit to a series of employment and training initiatives during the construction phase including;

  • Association with a local primary school in St. Helier
  • Partnership with Highlands College for the construction related courses i.e. trowel trades,
  • ONC/HNC/Degree
  • Advance to Work and Advance plus Meet the buyer event for local suppliers Back to Work initiative
  • Undergraduates internship programme
  • Sandwich course students year out placement
  • Set target apprenticeship levels and encourage local companies to offer apprenticeships through the construction process
  • On site training programmes for all staff to help increase standards etc
  • Working with Jersey Employment Trust to get those less able back into the work place. Weekly stakeholder site visits;
  • Community newsletter
  • CPD events for industry and States of Jersey i.e. RICS/CIOB/AJA/Building Control

Operational Phase (Post completion)

Once complete, the development will not only secure the employment of staff working at the current Co-operative store but it is envisaged that up an additional 10 staff will be required to service the enlarged food store area.

Up to 7 additional retail/commercial units are proposed at ground floor level, reinforcing and enhancing the existing retail offer in St Helier and providing opportunities for additional long term retail and service sector employment.

The upper floors of the development will provide 91 hotels rooms plus a Breakfast and restaurant area at first floor giving a dining destination for resident visitors or the general public and therefore additional employment opportunities .
